I thought this was the best episode of the season. It seemed like stories that the writers wanted to tell instead of stories (Victoria/Quinn/Nick) that they absolutely had to tell because of the mythology but just wanted to get over with. The pacing was much better because it wasn't all focused on the conclusion of

Leonard is just so unimaginably awful to Penny. Just because she's being friendly with a guy he first bullies her into telling the guy she has a boyfriend, even after that gets annoyed that she laughs with any other guy, then spies on her, then lies to the guy.

I think Clay guessed that Romeo was CIA and then bluffed him into revealing it. He had no possible way of actually knowing, but he said something like "what federal agency could pull that off?" and they sort of nodded and accepted that he'd found out.
