I agree. It's not like he winked to the camera and downed his drink. He made no cues on what he was going to say/do next.

B+? Really? This was like a middle of the season set up episode. As a season finale of one of the most critically acclaimed series of the past decade, this was a let down. No amount of sugar coating can cover it.
