Forza Horizon was made to offer a more “fun, arcade-y” experience compared to Forza Motorsport’s hardcore-realism driving sim gameplay, but if someone called a Motorsport game “Forza Horizon without the fun”, I’d consider that to be overly negative framing, and this feels similar.

This isn’t a uniquely Konami thing - this is an industry-wide thing. The industry itself treats video games as temporary and ephemeral, and so publishers tend not to go for long-term licenses in the way film and TV do for assets like this.

In addition, the Saturn has a notoriously complex and unusual  processor that was difficult to work with even without emulation. 

The way it was worded made it seem like just the third game will require the cloud and 1 & 2 could be download and physical. That would make more sense since the first two are PS3 upgrades to PS2 games and the third was a PS4 release.

They should do the Final Fantasy VII remake next. It’s the perfect game for Cloud streaming.
