I think it depends on the condition of the book.  If it’s falling apart and will cost a significant amount of money to maintain/repair, then I could see it costing that little.  But if it’s in good condition, that’s a really low estimate.  I’d pay a lot more.  I mean, if I won the Powerball and all that.

NO.  This is a pretty awful article.  She’s being honest about the reality of foster pet parenting.
