Even in my old version it simulates new countries applying to join the EU (which affects who you can sign). A couple of Balkan countries joined in the Mifuniverse (as it is called) and so I could sign players from there more easily.

From what I've read they simulate a few different outcomes. There's a possibility for instance, that Scotland votes to become independent and rejoins the EU along with several permutations of the rules changing for EU-players.
