All of the positioning systems (gps, glonass, galileo, and beidou) use similar and sometimes overlapping frequency ranges. If the military is doing general jamming that will effect gps which covers ~1.23-1.58 ghz it will almost certainly effect the others which cover ~1.1-1.62ghz between them.
