Places where prostitution is legally regulated actually do have safer, more controlled conditions. Most of these places require the workers, madams and pimps have to register - if they don’t they are subject to prosecution.

Prostitution’s already legal in Las Vegas, there’s not a killing spree of prostitutes happening and they’re very frequently tested for diseases.
Legal prostitutes won’t be working outside, on the streets, in the shadows. They’ll be working inside, with security personnel, closed circuit monitors, and have the ability to tell a customer to GTFO if he gets too rough or weird.
