Exactly this. I got towed from Shirlington in a similar situation. Parked in the open air lot off of Arlington Mill to go to Charlie Changs. Parked when the restricted parking ended - the radiology clinic had me towed because their office clock was 10 minutes slow. $250 later I was so freaking pissed.
