Kind of. I'm really into the show but it's opaque vagueness can get pretty frustrating. I think episode 4 was my favourite because it actually told a story that made sense and that I cared about. The show has amazing scenes sprinkled throughout but I still have no fucking clue what is going on or what I should care.

Babylon 5 was the first show that I saw that did a "novel" for TV, which was explicitly JM Straczynski's conception of the series. I would say it's fairly similar to Buffy's integration of stand-alone plots and season-long (and longer) storylines.

It's more that a 13-episode final season was split. D&D wanted 7 seasons. HBO wanted 8. They compromised and it was split in two for production and logistical reasons.
