I think Gilligan was pretty clear that he likes a few unanswered questions, and that was going to be one of them. Maybe he and Gould have changed their minds, but I doubt it.

The West Wing is the peak of his TV ouput. Crap on Studio 60 and The Newsroom all you want, but stay away from the WW and my CJ.

This episode was great as usual, but yeah it's a bit dull. I'm pretty confident this is the calm before the storm though. I'm guessing things will ramp up towards the end as they set up the final year.
