The reason is that cost of electricity in Japan is high. US average is 0.12 cents per KWh. South Korea, a neighbor to Japan, it’s 0.097 cents per KWh. Japan’s cost is 0.225 cents per KWh.

There’s little economical incentive to switch to BEV if your operational cost isn’t much lower compared to ICE.
