I may have misheard that, the group I was watching with was being very rambunctious after the sword through the mouth. I didn't mean that Locke bolstered the mutineers' forces though, just that he lied about how many there were.

They comment later on how there were more than eleven guys. The implication being that Locke set them up to get killed so he could make off with Bran.
