There IS a technological solution being worked on to basically eliminate distracted driving: Self-driving cars. Unless and until everyone who doesn't WANT to drive, doesn't HAVE to drive, there will always be distracted driving.

Just to point out: A tank is not a completely useless toy for those who have a decent amount of land. They actually work pretty well for certain landscaping tasks. A tank is an extremely effective tool for knocking down trees and taking the root wad with them.

This isn't so much a campaign to sell the cars, more of a campaign to help people afford them. Everybody would be driving a new car if they could easily afford one. This is a novel marketing campaign that attempts to get people who otherwise would not be able to afford ANY new car, to be able to afford one.
