True but I took it to be a manifestation of self doubt. Banner is questioning his power making it so he can’t manifest that power in its more potent way.
I’m picking up definite callbacks to the Bill Bixby TV show (naming someone “McGee,” for instance, not to mention the wandering nomad helping people in the small towns he passes through) and I dig it.
...and in my book, a scared Hulk is much more scary than an intelligent Hulk.
If we’re going with that interpretation I disagree that Infinity War said otherwise. From that perspective, you can say that Hulk is Banner’s aggressive, IDGAF, fearless side. Thanos beat all that out and made him fearful and—for the first time—powerless. Thus he can’t transform anymore. Done.
I’m digging the current design of Hulk, definitely more retro 60s looking than his 90s chisel jawed handsome Hulk or even recent Planet Hulk design.
Which brings me to the only real complaint I had with Infinity War. I didn’t like that they treated Hulk some other being sharing a body with Banner and refusing to come out.

I like Ewing’s unique take on the Hulk, but it is essentially Marvel’s version of The Spectre: a man dies and comes back to life as the host of a near omnipotent and merciless being who punishes the guilty in horrific ways.
It’s still Bruce Banner. Wimpy pink, sinister gray or brutal green. All of these are still Bruce Banner, just pieces of him acting independently of one another. He’s not a whole persona and hasn’t been since he saw his father beat his mother to death.
The Hulk calling Banner the Other Guy is a nod to Avengers. But it also reminds of Dr. Manhattan at the end of Watchman:
They are “preserving” numbering by having “legacy” numbers on each issue. So Immortal Hulk #1 is also “LGY #718.”
Seems like this could become Maestro-Hulk.
He as verbally articulate when he was created. Complete sentences, pronouns, everything. The 90s Hulk and this one are both callbacks to the original concept.
