I think it’s closer to Rocky III. If it’s Rocky IV, it would have to start out with Jackson Storm killing Mater or Sally during a race. Then again, there appears to be an understudy element here as well, so it might be closer to Rocky V.

Cyborg, as of the previous movie, does work with the Titans now. However he didn’t cut ties with the league, and in the DCAMU (Animated Movie Universe) is one of the founding members so him showing up there when there’s a major event like that makes sense still.

Some terrain can be very tricky with certain areas prone to flooding and also a lot of police and other emergency vehicles are used to support others, namely the ambulance service, in very hazardous weather and mountain rescue teams for searches, etc...
