These kinds of calls will happen outside of Microsoft's environment. They can possibly pull message data on people threatening swatting and other pranks, but most likely the call is going out from a phone or possibly even an online service.

Traces take time and possibly require at least a judicial review, so the there isn't a "trace call" button for the operator to hit at any given moment. The call itself will be on record, but unless the NSA is somehow involved more information isn't.
