Except it varies based on air density, which varies based on altitude.

Well, more than single point of contact, the real savior is time of deceleration. A hard floor causes much faster deceleration, thus more g's. Something soft, say, leaves, slows the falling object down over a longer time, thus the g's are reduced.

Because the Libyan government is attacking on a much grander scale - cities, non-protesting civilians. Everyone else is suppressing protests. While that's not great either, the scale is completely different.
