Nothing that hasn’t been seen at E3. Different perks will have different ranks and those ranks will replace skills. For exp: Gun skills like building guns and their accuracy will be determined by different levels of the Gun Nut perk

It wil likely make it so you can both walk and sprint faster, as well as having associated perks.
