It's not just by Persona developer, it's by the Persona 3 and 4 team (as well as the people behind Nocturne). That it's made by the same publisher isn't as exciting as that fact.

Medal of Honor fans won't consider this to be bad news (what you mentioned in the first sentence) because they've already gone on record saying that most of the action is on foot, or at the very least, the focus won't be on vehicle-based combat—this isn't Battlefield, after all. So it's not surprising.
