HEIF/HEVC was not created by Apple at all. It was created by the Motion Picture Experts Group (MPEG) to be used as a format with superior attributes to JPEG. Apple just happened to adopt it first in iOS, but major adoption I’m sure will come soon enough.

HEIF has been around for some time, Apple is just the first to support it widely. You can also open HEIC in the Windows 10 Photo app since the April Update, but it still lacks a lot of features. Apparently Gimp also supports it now.
