I think this can be attributed to some of the new BMWs, Mercedes, high End Japanese Luxury cars etc that I see around the building I work in that houses several NYC public agencies. You do not actually have to be operating the vehicle. In most states being in the vehicle with the keys is enough. So even sleeping it off in the backseat to sober up could get you arrested.
