The best decision I made at UCSB was not living in I.V... God was I relieved every time I left some craptastic frathouse party to go home to my nice quiet (clean) apartment.

Why would colleges be involved in rape investigations in a capacity other than if they have a law enforcement agency (and why do colleges have law enforcement agencies? Wouldn't it be cheaper to just contract out to the city P.D or Sheriff?)?
