The EPA is somewhat a victim of its own success. Our country was nasty when the EPA created, but hardly anyone alive right now remembers how it was before the EPA.

This is dramatized clickbait. The car was successfully able to note a sudden obstruction in the road, which is a good thing. You can’t expect the car to magically be able to stop faster than it is already capable of. If anything, I would assume it was able to notice the dog and get on the brakes sooner than a human…

Just because it recognized it doesn’t mean it was in a position to avoid the outcome, right? This seems like it is written to intimate that the car “saw” the dog, identified it as a dog, and then made a decision to plow into it.
