Does it allow someone to control Tails in 1 Player mode? Someone who, as a random example, would annoy their brother by constantly trying to get to everything before him while being basically immortal?

I played a lot of Kingdom Hearts and never had a problem understanding him. And it's still Tony Anselmo voicing him. I think it's because he was supposed to be the serious one in his first few scenes which just doesn't work with his voice. Donald should always be either confused or angry.
