If the cops don’t pursue, no one is going 70mph in a school zone. Instead the cops make sure that everyone is driving dangerously fast around innocent bystanders. 

It’s the catch 22 of these kinds of scams. The people who think of them and pull them off are inevitably greedy people who will want to go too far and get themselves caught.
