The only reason it might not be is because the show was cancelled unceremoniously without any foreknowledge (they were filming the fifth season finale when they told them - per Frakes in an interview).
I just started rewatching the Orville and I’m left in awe every episode wondering how Kurtzman could have dropped the ball so hard, when it was soooo easy to just do a slightly more serious version of what McFarlane ended up doing.

I’ll be glad to see this show end. There are a couple worthwhile pieces sprinkled throughout, but overall it’s just a multi season train wreck. I’ll cross my fingers that they come up with a story for this season that isn’t powerfully dumb, but previous experience makes that seem unlikely.
That was my first thought as well. This show is so navel gazing that it has to be about the Discovery itself in some way. And in some (stupid) ways, fair enough, even in the 30th Century it seems like a ship that can just teleport anywhere is still unique, so maybe they’re yet again trying to backfill a reason for why…

Really? It is not that hard. Both states have massive central and south american populations. That is a massive commonality.
Their combined GDP is $6Trillion, accounting for 23% of US GDP. I could imagine a scenario where they align based on resource allocation and a portion of both States no longer wanting to subsidize smaller States.
One key point in first trailer, is that the president is in his third term. I speculate that the president refused to leave office after his second term. This wouldn’t simply be questioning an election. This would going against something that is explicitly written in the Constitution. I could see how that might cause…

And the final episode ends with them frantically running into the holodeck after realizing that they forgot to pause the program and it’s been running continuously…
