Apparently, this article only says that the guy was speaking Italian but the car had a Slovakian license plate, which was quickly removed as the car cover was also put on. The car also, reportedly, just drove out of service. The crash happened here:

According to this article, the guy was an Italian citizen. He says the tires were cold when he applied the gas.
