I'm wondering how they'll accomplish this on Facebook at least. Since Facebook's terms of service prohibit creating fake accounts, if this site does it on a mass scale, would it be enough to elicit a lawsuit? Or at the minimum a cease and desist order.

The problem is that even bits of data that you would assume are impossible to learn an identity from can be combined with other bits of non-PII (Personally Identifiable Information) to learn your identity. I wish that this was an unlikely scenario, but it's been done and can be done.
