Look inside buildings. Most buildings have a couple of first aid kits scattered around on the walls (usually near a door) that have a stimpak or blood pack.

Raise your luck stats, it significantly increases the number of stimpaks, ammo, and caps you find. It’s a severely underestimated perk.
