My assessment of the "intelligence" of officials who systematically misuse their power isn't based on perception. It's based on the ability to navigate a maze of laws and statutes effectively. Actually, it was abuse of power. It was a number of very smart people who went through the statutes, looking for something that they could charge these people with.
