They actually get reimbursed for the first 3-6 months of salary the vet makes. So it’s not really altruistic so much as it’s outright bribery by the Federal Gov.

I really don't grok SimCity (or any builder game) making sense as a microtransaction money guzzler. Half the reason anyone spends money on in-game shineys is to bypass a grind (like in most F2P MMOs) because they can't devote the time to constantly grind. Implementing a grind in a builder is just, weird.
