On my first playthrough now. I was able to recruit everyone except Ferdinand and Caspar (as a Golden Deer). Almost everyone will approach you to join on the calendar when you reach support level B with them, regardless of your skill threshold with them. Others I did recruit via skills, but it was only 2-3.

I think the only ones that hated it were DPS, which were freaking everywhere. As a healer (or tank), I could find a group to almost anything, anywhere, pretty much whenever I wanted. It was awesome.
