Good luck getting your FPS above 10 with a potato system. Though I have been using Steam CPUCores lately to help

The thing about The Division is that FPS has been doing horrible. A Steam developer created something to help increase the FPS http://store.steampowered.com/app/384300/ but still The Division is hard on normal systems.
