I've never understood the Ewoks argument. The thing is, the Death Star was also intended to keep all those Star Destroyers in line, too. The Emperor didn't want a million more Star Destroyers, he wanted something that could fight a million Star Destroyers if that's how his apprentice decided to seize power.
