Also by default search results reflect your personal search history and probably other individual factors like location. Probably the autocomplete results reflect something about other people and e.g. the mood of the country in general, but it’d be pretty difficult to pin down exactly what....

That system can be described many ways, but “paternalistic” it is not. It assumes that every individual is capable of being his (or her) own advocate.
