Are you sure you aren't getting 0.2 MBps? ISPs advertise speeds in Mbps, but the speed you see will be in MBps. 8Mbit=1MByte.
Where do you live? I know of Distributel and Teksavvy, both of them provide great service (currently with Distributel, and having no usage cap is awesome). CanadianISP.ca should give you an idea of available ISPs, and then you can look at forums to get ideas about which one to go with.
Hold on a sec, from what I heard, nether Distributel (which I'm with) nor Teksavvy throttles torrents. What's happening here? Also, make sure the 8.5 isn't just because of the initial speed burst.
