The flaw in your metaphor is that ICE is the vacuum tube, and EVs are the transistor. You see the vacuum tube was the statust quo - like the ICE - and the transistor was the revolution - like the EV. Sorry man, just doesn’t read right. But I get it - EV no good.

You wouldn’t have to impliment atax as much as: Stop oil industry subsidy tax policy, add price of portion of military expenditures directed to oil interests, factor in health costs. IE: just reflect the real price of fossil fuel.
