They are over the top in different ways. Gurren Lagann is over the top in a Dragon Ball Z kind of way. This is over the top in a... shit, I don't even have examples. But I guess also in a DBZ way, but also in every other way too. Everything in the series is over the top.

In the review of the first half, I mentioned the fanservice in Kill La Kill. But the second half of the anime takes it to a whole other level. Most characters are reduced to nothing but a few belts or a strategically-placed sidearm.
