I think you're thi9nking too much into it. You don't have to move the back of it down in order to move the front up. You just, you know, move it up. It's that simple.
And don't forget that you'll need the PS Camera too.
From what I gather, yes. It's basically a move attached to a screen really close to your face with lenses. Those blue lights are there for that reason.
You can just, you know, move it to your forehead like you would with diving goggles. By introducing a pivot where you suggested, it would need a way to be fixed in that position (or else it would fall and punch you in the face). Which would be complicated, awkward and just unnecessary.

Um, it's fiction. They wanted to have an "Evil Cammy", so they made up a story to support it. Nothing new about it. It wasn't an accident. It's a made up story.
