That does not absolve them of any responsibility. If you have an injury, or a mental condition, or whatever, you’re still liable for your behavior. That might mean you wind up institutionalized rather than imprisoned, but it doesn’t mean “oh well, he gets to do anything he wants.”

It’s not discrimination to hold someone accountable for their actions. A lesson for both trolls and the GOP.

Actually, some people with some mental disabilities are absolved of their behavior. They can literally commit murder and not be found guilty.
