I don’t think they should not offer them visas, rather they should not be granted citizenship outright. Instead, if you are naturally born here and neither of your parents are citizens or have a green card, then you should be eligible to apply for citizenship (living, working, etc.) and become a naturalized citizen.

Two things are usually true in my experience:
