Killing Negan would have sent the Saviors on a warpath….and with the no one prepared it would be a slaughter.

Eugene didn't turn…..he's smart….he can bring down the Saviors from inside…..smart move…..killing Negan wouldn't have stopped the Saviors….it would have made war more possible also.
