The dumb thing is that as far as I can see, there’s not even any “cost” for Tesla to eat - enabling the software imposes no cost on Tesla themselves (there’s no marginal cost for the licence). They would be foregoing the potential income that they would receive should the current owner pay to purchase the software,…

The dealer is no more liable than the buyer. They bought the car as/is, and it was “equipped” with those items at the time of purchase.
