I think you are exaggerating. Most console gamers, including me, don’t care about mods. I prefer to play the game as-is. Uncharted has tons of mods that you unlock as you play, such as guns, costumes, audio, and visual filter. Have I used them? Nah. I like the game just fine as it is.

Well that makes sense from a business perspective. If it costs labor and development hours to enhance older games the developers will want to recoup their costs via a paid download. Mr. Ito is being pretty transparent here stating that it may cost money for certain titles and that is up to the developer.
