It’s likely a fixed aperture and that designation is indicating the f-stop at each end of the zoom range. [Formula is focal length divided by aperture opening size. Focal length changes as you zoom.]

Bokeh is more a factor in aperture than in zoom level. And most cell phone cameras have a fixed aperture.
