Damn. I missed the most crucial point. Tipping is most applicable where the earnings of the employee are volume based. They could short you quality service in order to make more money in volume. I’d rather tip to maintain a level of quality in service.

AFAIK, Housekeeping gets paid by shift length, regardless of # of rooms serviced. Like the examples you list (receptionist, ticket taker).
