I just moved out of Oregon, and they didn't pass a law, it was an agreement among major hospitals in Oregon (particularly the Portland area). They agreed to not do non-emergency c-sections/inductions before 39 weeks - non-emergency meaning stuff like repeat c-sections, c-section due to breech, etc.

Yes, let's see if their doctors actually allow them to have c-sections for no other reason than wanting one.
