By itself, a repeat sign simply means to the beginning of a song and play what's before it a second time, this time ignoring the repeat sign. There may also be a repeat sign that is flipped horizontally, with the dots facing the right.

Completely F2P TF2 does limit players to a fifty item backpack, and only being able to trade items to other players that were traded to them. Buying a Mann Co. item — any item — relieves these restrictions. It's not completely free, but damn close.
