Can't vouch for the ingredients, but I know the average BB cream isn't oil based. I have crazy dry skin, and I have to use moisturizer under it because it's not enough by itself, so maybe that may work out for you. I wouldn't worry too much about breaking out as long as you get straight up oil-free moisturizer. And keeping your skin moisturized might even help because all that bezol peroxide can be pretty harsh and actually lead to worse breakouts/redness.
I have tinted sunblock that I use on the weekends and I love it, it makes my face look less sallow and pasty and protects me with SPF 30! I mean if I'm going to wear sunblock anyway, might as well get some extra function out of it and make myself look more energetic and glowy than I feel, haha.
