20 over or 80mph (whichever is lower) is criminal reckless driving in Virginia. Jail time is up to the judge but the typical rule is 2 days in jail for every MPH over 100.

The scam is all on the people who paid off their loans or never took out loans.

Presumably to prevent this from happening in Virginia, traffic fines go to the state instead of the locality. But what this actually means is that you get a $50 ticket with a $300 “court fee” which goes to the locality. And you have to pay the court fee even if you pre-pay.

I pass on ads where it looks like the seller is going to be difficult to deal with. And listing conditions for a test drive is the red flag of a difficult seller.  Test drives are part of selling.  Don’t like it, take it to Carmax or something.
